Build focused browser utilities that solve one job clearly, surface practical guidance, and use local browser processing when the implementation truly supports it.

Important decisions
- Do not claim local processing unless the tool code actually keeps files in the browser.
- Put the working utility before long explanatory content.
- Use a repeatable tool-page pattern for privacy, how-to guidance, examples, FAQs, and related work.
Current outcome
The public tools collection includes a working browser-based GIF Builder and evolving voice tooling.
